DATA ITEM: Alteration Maps
DESCRIPTION: The number(s) on the Land Use application which was given to (and is usually appearing on) an official, adopted map showing a change to the City Map.  The number is usually assigned by the Topographical Bureau of the Borough President for the borough in which the property lies.

DESCRIPTION: The 'Active' or 'Completed' status of the Land Use application or CEQR application, whichever is applicable.  An application is 'Completed' when the Department of City Planning has finished "tracking" information related to the application.

DESCRIPTION: A code and the code translation which describes the type of Land Use application.   The 'Application Type' code is also the first two characters in the "suffix" of the 'Land Use Application ID'.  [The third character of the "suffix" is the application's 'Borough' code.]

DESCRIPTION: The effective date and a brief description of the Board of Estimate's (BOE) approval or denial action based on its review of the Land Use application (i.e., for applications received before April, 1990, if applicable).
*The Board of Estimate, or "BOE", was the governing body of the City of New York from January 1, 1898 to August 3, 1990.  In early 1989, the U.S. Supreme Court declared the BOE unconstitutional (Board of Estimate of New York v. Morris) and therefore, in November 1989, the electorate adopted a revised City Charter which abolished the BOE and transferred most of its powers to the City Council.

DESCRIPTION: The calendar number of the resolution by the Board of Estimate (BOE) accepting or approving the mapping agreement (i.e., for Land Use applications received before April, 1990, if applicable).

DESCRIPTION: The borough of each project address associated with the Land Use application or CEQR application, whichever is applicable.  Applications designated as "Citywide" span the entire city or more than one borough.
In LUCATS, borough data is displayed in three different ways:
• For 'Application Data', valid 'Borough' values are
Citywide, Bronx, Brooklyn, Manhattan, Queens, Staten Island.
• Within Land Use Application ID 'Suffix', and within 'CEQR #', valid 'Borough' values are:
M (Manhattan), X (Bronx), K (Brooklyn), Q (Queens), R (Staten Island), Y (Citywide).
• For 'Project Addresses/Geography' or project addresses, valid 'Boro' values are:
MN (Manhattan), BX (Bronx), BK (Brooklyn), QN (Queens), SI (Staten Island).

DATA ITEM: BSA #
DESCRIPTION: The unique identification number assigned by the Board of Standards and Appeals to a related BSA application.
Frequently the first two digits of the BSA # indicate the year the application was received.  These two digits are then followed by four digits, followed by the letters 'BZ'.

DESCRIPTION: The date on which the CEQR number was assigned to the application where the Department of City Planning (DCP) is the lead agency, or the date that another lead agency's CEQR application was received in DCP, initiating the DCP CEQR review period.

DATA ITEM: CEQR #
DESCRIPTION: The unique number assigned to each CEQR application.
For applications received at the Department of City Planning prior to October, 1991, this is an eight character field.  The format is the last two digits of the fiscal year, a hyphen, a three-digit sequential number, and either a one character borough code followed by a space (82-056M) or a "modification" suffix code followed by a borough code (82-056MA).
For applications received on or after October, 1991, this is a ten character field consisting of the last two digits of the fiscal year, a three character lead agency abbreviation; a three-digit sequential project number; a one character borough code; and a one character application modification code if applicable (e.g., 93HPD001M, 93HPD001MA).

DESCRIPTION: A two-digit code identifying the City Council District associated with a Land Use application or CEQR application project address, whichever is applicable.

DATA ITEM: City Council Resolution #
DESCRIPTION: The resolution number of the City Council's "final" action on the Land Use application.  This field consists of four digits, a hyphen, and a four-digit calendar year.   Data in this field is a hyperlink to the corresponding Resolution document on the City Council's website, if available.

DATA ITEM: Community District(s)
DESCRIPTION: One or more of the 59 Community Districts, borough-wide, and/or city-wide three character codes that delineate the Land Use or CEQR project's general location and responsibility.
The first character of each community district code consists of one of the following alphabetic codes: X (Bronx), K (Brooklyn), M (Manhattan), Q (Queens), R (Staten Island), A (Citywide).
The last two characters of each community district code is one of the following 59 community district numbers (i.e., by boroughs):
Bronx = 01 through 12; Brooklyn = 01 through 18; Manhattan = 01 through 12; Queens = 01 through 14; Staten Island = 01 through 03; Borough-wide or City-wide = 00.
There are two different data sources:
For 'Application Data', community district(s) are specified for the project on the application form by the applicant.
For 'Project Addresses/Geography' or project addresses, the community district is derived from the Department of City Planning's Geosupport System.

DATA ITEM: Land Use Application ID
DESCRIPTION: A unique three-part identifier for each Land Use application consisting of a 'Prefix', a 'Land Use Application Number', and a 'Suffix' as follows:

Prefix: The one character code which identifies the ULURP Certification status or the "Non-ULURP" status of the application.
Code values are:
S = Uncertified (Note: Not used since 1991)
C = Certified
I = Incomplete
N = Non-ULURP
M = Modification
Q = CEQR (Note: Not used since 1981)

Land Use Application Number: The unique number assigned by the Department of City Planning to the Land Use application.  The format of this application number is from six to eight characters (alphanumeric) consisting of the last two digits of the fiscal year, followed by four sequential digits (e.g., 920001).  If the application is an amendment, the seventh position will be a sequentially assigned alpha character from 'A' through 'J'.  In rare instances, an eighth character will contain a sequentially assigned number.

Suffix: A three character (alpha) code assigned by the Department of City Planning to a Land Use application, consisting of the 'Application Type' followed by the project's 'Borough' code.  To view the list of 'Application Types' click here.
